City of Saint Paul, Minnesota and Ramsey County have issued an RFP and are seeking to enter into a public-private patnership with a proposer who represents one or more qualified network service providers or other qualified respondents to support efforts to obtain funding from the National Telecommunications and Information Administration (NTIA), or other funding sources, for the construction of a next-generation fiber optic, broadband infrastructure and to provide a complete implementation of a Community Fiber Network (CFN) and associated Community Benefits Agreement (CBA) for City of Saint Paul, Ramsey County and other Public Partners.

A Public Private Partnership Application will be made to the NTIA under its authority to grant funds under the Broadband Technology Opportunities Program (BTOP) of the American Recovery and Reinvestment Act (ARRA) of 2009. NTIA grant funding will be requested to support the installation of a fiber optic, dual conduit broadband infrastructure to meet the needs of City of Saint Paul, Ramsey County, other Public Partners and the selected Proposer/contract holder. In the event NTIA funds are unavailable, the Public Private Partnership will analyze funding alternatives.
The selected Proposer will enter into a Public Private Partnership contract agreement which will secure the opportunity to construct, implement and operate the Private and/or Public CFN. This RFP is designed to identify qualified potential Private Partners, solicit creative broadband technology infrastructure solutions, sound business models and plans, and innovative Community Benefit Agreement provisions from Respondent submittals.

The city of Saint Paul has been a municipal corporation since 1854. City of Saint Paul is the Capital City of State of Minnesota. The City covers an area of 56 square miles and is situated wholly within Ramsey County. It is the second largest Minnesota City in terms of population, budget and estimated land value. The city has 286,620 people across 113,587 households (data from 2006).
